What would be the process for replacing the whole roof on a grade II listed building?

Is it as simple as making drawings and an application and getting on with the work, or what?
Listed Building consent is the first consent to be granted, so you would have to see the Conservation Officer at your local council to see if any relevant buildings consent will be granted.
